Pan-Asian Consortium Administration & Regulations 

Regulations 
1.  Organizations on the committee must be in full unanimous agreement on any other organization becoming a member of the committee.
2.  Before an organization becomes a member, it must have signed partnership agreements with all of the other organizations.
3.  All organizations must be unanimous in their agreement about where a Pan Asia Conference is to be held.
4.  The Chair of the PAC planning meetings would be the representative of the upcoming PAC. For example, from Nov 1999-Nov 2001, the JALT representative was the meeting Chair. Of course, the committee, with the agreement of the new Chair, can ask a third party to become a substitute Chair.
5.  Decisions by the PAC committee are not binding on the organizations sitting on the committee, except that without its unanimous consent, no organization may call its conference a PAC event.
6.  Each hosting organization runs the conference as it deems appropriate.
         a. The hosting organization assumes all financial liability for the conference.
         b. The other organizations have no authority to interfere with the decisions of the PAC host in putting together, managing, and financing the conference.
         c. The other organizations have no claim on any of the conference profits.
         d. The other organizations assume no financial liability for the conference.
7.  All cooperative efforts on the part of the host organizations are on a quid-pro-quo basis. If you give us 20 unvetted slots at your conference, we give you 20 at ours, and help find presenters to fill the programming slots given to us at your conference.
8.  All decisions made by the PAC committee must not entail obligatory financial responsibility. These are issues that must be agreed upon between each organization. A majority vote of the PAC Committee concerning financial matters is not binding upon the organizations.
9.  No member of the PAC committee may speak for the organization of another member, nor independently make decisions for the committee.
