Meeting held during Thailand TESOL Conference (Khon Kaen, Thailand): Friday January 30, 2004, 3:15 p.m. to 5:15 p.m.

  1. ELLTAS admittance to PAC
  2. ELLTAS and FEELTA will arrange for the signing of a bilateral agreement by end February 2004 so that ELLTAS can be a full voting PAC member at the PAC meeting at Vladivostok in June 2004. Before this is enabled, an official vote on ELLTAS entry must be made and approved by all five current members. ELLTAS asked that their concern be recorded that they feel that FEELTA had caused delays in this process since November, 2003 such that their entry to PAC has been delayed.

  3. Preparations for PAC 5 in Vladivostok
  4. The change in the value of the rouble has resulted in a registration fee of $100 U.S. The conference will commence on the morning of Thursday, June 24 and close on the evening of Sunday, June 27. To date, 224 proposals have been received from outside Russia, and 600 are expected from inside Russia.

  5. PAC journal
  6. PAC 2 journal is awaiting papers from FEELTA (1), JALT (2), and Thai TESOL (2). These papers should be turned as soon as possible to enable the production of PAC 2 journal. Member organizations make their own decisions whether to print on paper or CD and how to sell. Table of contents and abstracts can be published on the PAC website but not the whole journal.

  7. Intentions to bid to host PAC 6
  8. ELLTAS has already done substantial groundwork for hosting PAC 6 in Singapore, and has a clear intention to bid. JALT has expressed interest in hosting the conference should ELLTASs proposal not be accepted, or should it withdraw its application. ELLTAS will provide more complete information prior to the PAC 5 meeting, and submit a bid at the meeting.

  9. PAC decision-making
  10. It was decided that each member organization will nominate between two and three board members to be on the PAC email discussion list. PAC decisions can be made on this list by the president of each member organization casting his/her vote. All PAC committee decisions will be posted on the PAC website, and all minutes and other documents archived on the website (password protected). This process will be trialled between now and the PAC 5 meeting, where the process will be reviewed. Non-PAC interested parties can join the discussion list at the invitation of a member organization, provided other organizations have no objection.

  11. Proposed content of PAC website
  12. See item 5. A copy of the content as at 4/1/04 was reviewed and accepted.

  13. Payment for PAC website
  14. NCELTR, Macquarie University, Sydney, Australia (as proposed by Denise Murray) has offered to pay the annual fees, and in return proposes a banner with link to NCELTRs website: "Sponsored by NCELTR". It was unclear whether there were any other costs, such as domain name registration costs. This issue should be discussed and resolved on the email discussion list.

  15. Future of PAC journal
  16. Held over to PAC 5 meeting in Vladivostok.

  17. Other business

Arunee Wiriyachitra reported on a proposal from a new syndicate, APC TESOL, which has invited PAC to join its ranks. It was agreed that Arunee would request more information and report at PAC 5 meeting.
