Meeting held during the PAC5 Conference (Vladivostok, Russia):
June 27, 2004, 10:00 to 11:00 a.m.
1. In attendance:

2. Minutes
2.1 To be taken by Malcolm Swanson, JALT
2.2 Minutes to be read at end of meeting to confirm contents
2.3 Minutes to be sent to voting representatives above for confirmation
within two weeks. Minutes to be approved by voting reps after any
corrections made. [Follow
up: This process has been completed, this is the approved document
post-corrections.]
3. Acceptance of ELLTAS as consortium member
3.1 FEELTA announced it is to sign a bilateral agreement with ELLTAS
3.2 Vote taken by all organisations. Unanimous to accept ELLTAS into PAC
3.3 Official signing ceremony to be held at PAC5 closing ceremony
4. PAC6
4.1 ELLTAS Statement: Phyllis reported that because of delays in
accepting ELLTAS into PAC, it had proved impossible for them to secure
a site and get the necessary funding. Consequently, ELLTAS has
withdrawn their bid. They hope to host future PAC conferences.
4.2 JALT reconfirmed their bid to host PAC6 at Kitakyushu, Japan where
PAC3 was successfully run in 2001. The site is available and has been
tentatively booked for November, 2006.
4.3 The Thai TESOL representatives indicated Thailand may be willing to
host PAC6. If 2006, outside Bangkok; if 2007, in Bangkok.
4.4 JALT signalled it's willingness to withdraw its bid if Thai TESOL
decided it was willing and able to host PAC6. A deadline of Friday,
July 2 was set for Thai TESOL to confirm their intent to host PAC6 in
time for JALT's EBM. If they intend to go forward with their bid, a
concrete proposal will be required by the end of August.
[Follow up: Thai TESOL have
announced their willingness to host PAC6 in Bangkok in January 2007.
JALT has withdrawn its offer, though will still hold its annual
conference in Kitakyushu in November, 2006]
5. PAC Journal
5.1 PAC Journal 1: 1,000 printed and distributed, plus included on PAC3
Proceedings CD-ROM
5.2 PAC Journal 2: 4 invited manuscripts were
received. These have been returned to the writers due to lack of
progress on the journal.
5.3 Problem has been getting 2 papers on Action Research from each
member organisation
5.4 Options:
-Abandon Action Research, choose new theme
-Continue with AR, taking papers already published from member
publications
-Publish PJ as a proceedings
-Rethink the AR selection criteria
5.5 Other issues:
-How to get funding
-Individual organisations handle own printing
-Who is editor?
5.6 It was decided this was beyond the scope of this meeting to decide
on given the time available. It was proposed that a working group be
formed.
6. Web site & email list
-currently open access to e-list postings
-difficult to edit postings
-should be 3 people on list from each organisation
-try to maintain transparency
6.1 Members were asked if they felt access to email list archives
should be open or closed. No decision.
7. ASEAN Council of Ministers have announced an interest in creating a
group of language teaching organisations similar to PAC
-No action taken
8. PAC5 Closing Ceremony
-One rep from each organisation on stage
-say few words
-ELLTAS signing ceremony
9. AYF
-Will continue in any venue that PAC decides
10. Discussion
10.1 Denise Murray proposed we form a working group for PAC Journal
10.2 One hour meeting is too short
10.3 Congrats all round to FEELTA (Attendance around 700 mark)
