  1. Steven Nishida (JALT) gave a brief history of the PAC conferences. Next PAC 2009 is December 3-4 in Manila, sponsored by PALT
  1. PAC 2010 will be in Korea Oct 16-17, 2010, at Sookmyung Women's University. Kyungsook Yeum (KOTESOL) passed out a call for papers and will be sending out online information for distribution.
  1. About PAC in general
  1. There is an online discussion list that reps from all PAC partners should join.  http://pac-teach.org/mailman/listinfo/council_pac-teach.org   If you have trouble joining, contact Steven Nishida <steven.nishida [at] gmail [dot] com>.
  2. PAC-teach.org is a PAC website. If you scroll all the way to the bottom, you can find the minutes of many previous meetings which will give you an idea of what has been discussed in previous years.   1. Stephen Ryan (FEELTA) gave some more background information.
  1. We now number the PAC conferences by year. (Decided at PAC 7 at JALT2008)
  2. From now on, in principle, they will be every year rather than every 2 years. 
  3. Stephen has been putting together a list of PAC precedents which he will circulate by the spring
  1. Milagros C. Laurel (PALT http://www.paltonline.org) talked about PAC 2009 in Manila. (Usually the host of the next conference chairs the meeting*, but the PALT rep prefers to be a resource person.)

  1. Our office went underwater during recent floods in Manila. What kind of information have you received from us? What other information do you need?
  2. Have you received the program in progress? Details can be received from the liaison officer (Marge – Ms Margarrita C Ballesteros <paltphil [at] gmail [dot] com>). She should be sending a copy of the program to all soon.
  1. Program starts on Thursday Dec. 3. We expect participants to be checking in on the day before (late afternoon until 7 pm).
ACTION: PALT would like to know the details of everyone’s arrival plans.
  1. Dec. 3 Registration starts at 7:00. 8:45 – 9:45 is opening ceremony.
  2. Two plenary sessions after that. Parallel sessions take place in the afternoon.
  3. Evening is socialization. It will be a more informal situation.
  4. Dec. 4 Plenaries and parallel sessions, PAC Meeting at noon. Closing session in afternoon.
  5. Dec. 5 opens TESOL Symposium
  6. PAC Conference theme is Leadership in Language Education in Asia; TESOL Symposium theme is Multi-Level Learning.
  7. paltonline.org is new website
ACTION: JALT, FEELTA and AYF need final information and program.
  1. (Ryan) Groups were asked to confirm one featured speaker. There seems to be some confusion. We sent the name of our rep, but this person automatically became a featured speaker.
(Summary of response) PALT was waiting for more submissions in order to complete the schedule, while partner associations were waiting for submission instructions. In any case, we need clearer communication from all partners via our well-established PAC discussion list.
  1. Kyungsook Yeum from KOTESOL had questions regarding PAC 2010 in Korea
  1. What is the standard practice? When we invite other PAC reps, is there a precedent about what we should provide?
(Nishida) the general idea is that where possible the PAC host will try to involve PAC-recommended reps as featured or plenary speakers in order to bring a stronger PAC presence to the conference. There are also pre-vetted slots, (presentations which have been vetted by the submitting PAC organization – there is no further vetting done.) Traditionally, depending on site/scheduling limitations, each organization has been allowed up to 5 pre-vetted slots in the program.
(KOTESOL) We will be happy to accept pre-vetted speakers. We would like to know how far in advance we can expect information about your recommended pre-vetted speakers.
(Nishida) Early deadlines are rather unrealistic. People don't know if they will have funding.
(KOTESOL) We can still make slots for featured speakers.
  1. We will also waive the need to become a member of KOTESOL for this PAC conference as long as the presenters are members of another PAC Affiliate.
  2. Stephen Peter Jinks is The 18th Annual Korea TESOL International Conference Chair, Kyungsook Yeum is the PAC 2010 Conference Chair.
  1. PALT was waiting for submissions with their Call for Papers, but they didn't get any. There is still time to send more presenters. They can still get into the program.
(FEELTA) There are 3 groups: featured, PAC pre-vetted, vetted. It's late already for featured speakers for 2010. Pre-vetted deadline is usually a little later than deadline for vetted presentations.
(FEELTA) The sooner we have information about how many people and the process, the sooner we can find people. It is important that we get that information 3 or 4 months before a conference.

(Nishida) The Facebook page is a great mechanism for gathering interest in PAC, but we have to keep in mind that the PAC list is the official means of communication for PAC representatives. Any important information posted to Facebook, or any other platform, must also be posted to the PAC discussion list.

  1. Most of partners need more information from PALT. PALT will send. 
  2. PALT will also send information about extra speakers.
  3. (Nishida) Again, we should all try to use the PAC list. Each of us can maintain and correct our own contact information. You don't need to maintain your own records about the latest contacts. Send everything directly to the PAC list.
QUESTION: Is Robert Dickey still webmaster of the PAC website?
  1. We need to spread information out as much as possible – have more than one person from each partner organization should be on this list.
  1. (JALT) In Taiwan we talked about the drop in the number of publishers. We also discussed hotels and accommodations for reps and speakers—what rank of hotel is necessary, as it can get quite expensive. How should speakers be treated? What should they be entitled to?
  1. PAC 2011: ETA-ROC or then FEELTA, or then Thai TESOL. If a new member comes in, they would be given the choice of having the next PAC conference.
  1. What’s happening with MELTA? Are there are possibilities of its joining PAC?
  1. AYF wants to thank host organizations for help and funding. We (PAC) would like to continue the relationship.
  1. KOTESOL is looking for home stays for PAC 2010. 
  2. AYF would like to take part in PAC 2011, too. Please let them know. 
  3. Is it possible to add the AYF logo to the publicity brochures each year?
  1. Official PAC meetings
  1. Who will be at PAC 2009? JALT, KOTESOL, ThaiTesol definitely yes. ETA-ROC maybe.
  2. Is quorum met when all partner organizations are together? Or are official meetings only at PAC Conferences? It would be better if we don't adhere to the latter as a rule. Could we clarify this?
PROPOSAL: Any PAC meeting at any partner conference will be an official PAC meeting if all PAC member associations are represented. Partner organizations should prepare their representatives for that purpose. AGREED BY ACCLAMATION
